Andrew Milanes, PE, GISP, PMP
President
Andrew Milanes is a proud Cuban-American and is a registered civil engineer with registrations in AL, AK, CO, FL, LA, MS, NV, OK, and TX. He is also a certified GIS professional, Certified Project Management Professional, and FAA Remote Pilot in Command. He has a BS in Civil Engineering from LSU and a MS in Geomatics Engineering and GIS from the University of Colorado. Mr. Milanes has over 30 years of professional experience in engineering, environmental, surveying, and GIS.

Tom Cousté, PE, PMP
Principal / Federal Client Manager
Tom Cousté is a Certified Project Management Professional and civil engineer with registrations in LA, TX, and MS. He holds a building construction, heavy construction, and municipal and public works construction contractor license in Louisiana. Mr. Cousté with 20 years’ experience managing and completing multiple Federal contracts and task orders for a variety of professional and specialized construction services.

Nick Sims, PMP
Senior Project Manager
Nick Sims is a Certified Project Management Professional and business development lead for Es². He has nearly 20 years of experience working for the U.S. Army Corps of Engineers (USACE) and served as the Assistant Deputy District Engineer and Deputy Chief of Programs and Project Management for the USACE New Orleans District where he oversaw over $4 Billion in Civil Works Project Planning, Design, and Construction. He also has vast experience completing Feasibility Studies and Mississippi River Levee Construction and is considered an expert in all USACE programs related to investigations, planning, and flood plain management.

Michael Brennan
Project Coordinator
Mr. Brennan services as our Debris Mission Specialist and Construction Management Specialist. His experience working multiple disasters has made him knowledgeable in National Response Framework, FEMA policy guidance for debris management, Public Law 84-99 authorities, and operational dynamics of a Joint Field Office. He has served for missions that were the results of hurricanes, floods, and wildfires. In addition to his disaster management experience, he is an SSHO and QCM for construction management projects.

Laura Carnes
Senior Environmental Scientist
Laura Carnes is a Sr. Environmental Scientist with 18 years experience leading interdisciplinary teams to achieve National Environmental Policy Act (NEPA) and regulatory compliance on behalf of eight federal agencies and for more than 40 projects. With a background in both the natural and social sciences, shespecializes in managing Environmental Impact Statements on behalf of the U.S. Army Corps of Engineers (USACE) and the Louisiana Coastal Protection and Restoration Authority (CPRA) on some of their largest, most complex projects, including for example the Comprehensive Everglades Restoration Plan and the Mid-Barataria Sediment Diversion Project.
GIS Staff

Warren Kron, GISP, PMP
GIS Practice Lead
Warren Kron is the GIS Practice Lead for Es². He is a certified GIS Professional Project Management Professional. He led the development of an Enterprise GIS Program for the City of Baton Rouge and Parish of East Baton Rouge, Louisiana as the GIS Manager with the Department of Information Services. In Warren’s 25+ years of public service he worked on many multi-disciplinary projects to extend the technology and capabilities throughout the local government. Warren graduated from the LSU Robert Reich School of Landscape Architecture. He is the member representative for the Louisiana Municipal Association on the Louisiana GIS Council and has served four terms as its Chair.

Chad Netto, GISP
Geospatial Data Manager
Mr. Netto has over 17 years of experience in the geospatial field and serves as the Geospatial Data Manager for Es². Mr. Netto is a certified GIS Professional and has experience in the public and private sector building and maintaining GIS applications using scripting, geoprocessing, and other tools. Mr. Netto previously served as Lead Geographer at the US Army Corps of Engineers, New Orleans District, and has ample experience with web map development and providing data insights, visualization, and analysis.

Garth Sullivan, GISP
GIS Developer
Garth Sullivan moved from Northeast Louisiana to join our team. He has a BS in Geographic Information Science from Louisiana Tech University and a decade worth of experience in the industry. He brings with him a vast amount of GIS knowledge in the local government sector with a primary background in Emergency 9-1-1. He is Esri ArcGIS Pro certified and proficient in Web GIS as well as working within Enterprise GIS Environments. Other skills include SQL and Python scripting for task automation.

Amelia Adams
GIS Analyst
With over three years of GIS experience, Amelia Adams excels in application development, data management, and spatial analysis. Proficient in Web GIS and ArcGIS Pro, she creates detailed geospatial figures and manages field apps for diverse projects. Skilled in integrating data for environmental permits and public outreach, she combines technical knowledge with effective communication.

Ford Farve
GIS Analyst
Ford Farve is from Mandeville, LA and is working as a GIS analyst for Es². Farve graduated from Mississippi State University with a bachelors in Meteorology and a minor in GIS. He is proficient with ArcGIS Pro and experienced with other ArcGIS products such as ArcGIS Online. Farve has gained a lot of knowledge for GIS by working for Mississippi State University at Raspet Flight Research Laboratories and HPC2 Computing Laboratories. Other skills include being proficient in various Microsoft products such as Excel and GIS data management.

Sarah Smith
GIS Analyst
Sarah Smith is an alumna of the University of California, Santa Barbara. She obtained a Bachelor's degree in Geography, specializing in GIS and Remote Sensing. She has a strong foundation in the geospatial field and is proficient in ArcGIS Pro, ArcMap, AutoCAD, and ENVI. She also has expertise in aerial photo interpretation, photogrammetry, and coastal geomorphology.

Victoria Albarez
Creative Designer / Cartographer
Victoria Albarez is a graduate of LSU with a minor in both Information Architecture and GIS. She is the creative director for Es² and leads any projects that require knowledge in video/photo editing, website design, and content creation. She is proficient in Adobe Photoshop, InDesign, Premiere, and Illustrator. She has experience in both GIS and cartography, where she utilizes her skills in ArcGIS Pro and ArcGIS Online.
Surveying Staff

Brennon Albarez, PLS, PMP
Surveyor, Department Lead
Brennon Albarez is a licensed land surveyor in both Louisiana and Texas as well as a Certified Project Management Professional. He has several years of surveying experience in south Louisiana. He has served as survey technician, crew chief, and survey manager for numerous transportation, construction, pipeline, boundary surveys and hydrographic surveys. He has performed projects for local, state, and federal governments as well as maritime ports and rail. He is also a certified FAA Part 107 Remote Pilot in Command. He is a member of the Louisiana Society of Professional Surveyors.

Josh Boudreaux is a Certified Survey Technician (CST). He has performed numerous surveying projects including construction stakeout, hydrographic surveying, topographic mapping utilizing RTK GNSS, total station, single beam sonar, and UAS. He is also a FAA certified remote pilot in command.

He has performed numerous surveying projects including construction stakeout, boundary surveying, utilities surveys, and topographic mapping utilizing RTK GNSS, total station, digital levels, and UAS. As a survey technician, Isaac assists the party chief in data collection. He is gaining knowledge in the operation and technologies of Trimble GPS equipment and robotic total stations. He also assists the team in UAS operations with the Wingtra and Inspired Flight drones.

Over the past 5 years, Rick has been instrumental in building an ecosystem of manufacturing partners to improve situational awareness, operational efficiency and ROI for key stakeholders in the maritime industry including port authorities, stevedores, law enforcement, river pilots, non-profits, and government agencies. Rick earned a MBA from Louisiana State University.
