Es² is a proud Cuban-owned business enterprise. In 1963, at age 17, Justino Milanes, father of Es² President Andrew Milanes, legally immigrated to the United States from Cuba with his mother and two brothers to flee the communist regime of Fidel Castro and settled in south Louisiana. Justino acclimated to life in Louisiana and earned a BS in Mathematics from the University of Southwestern Louisiana in Lafayette. Justino would later obtain his teaching certificate and master’s degree and become a high school math teacher. Justino’s love for mathematics inspired his eldest son Andrew to pursue a civil engineering career. Andrew has honored his Cuban heritage of dedication and hard work to establish Es² as a leading geospatial and engineering firm in Louisiana.

President
Andrew Milanes is a proud Cuban-American and is a registered civil engineer with registrations in AL, CO, FL, LA, MS, NV, OK, and TX. He is also a certified GIS professional and FAA Remote Pilot in Command. He has a BS in Civil Engineering from LSU and a MS in Geomatics Engineering and GIS from the University of Colorado. Mr. Milanes has over 30 years of professional experience in engineering, environmental, surveying, and GIS.
Tom Cousté, PE
Principal / Federal Client Manager
Tom Cousté is a senior project manager and civil engineer with registrations in LA, TX, and MS. He holds a building construction, heavy construction, and municipal and public works construction contractor license in Louisiana. Mr. Cousté has nearly 20 years’ experience managing and completing multiple Federal contracts and task orders for a variety of professional and specialized construction services.

Nick Sims
Senior Project Manager
Nick Sims is a senior project manager and business development lead for Es2. He has nearly 20 years of experience working for the U.S. Army Corps of Engineers (USACE) and served as the Assistant Deputy District Engineer and Deputy Chief of Programs and Project Management for the USACE New Orleans District where he oversaw over $4 Billion in Civil Works Project Planning, Design, and Construction. He also has vast experience completing Feasibility Studies and Mississippi River Levee Construction and is considered an expert in all USACE programs related to investigations, planning, and flood plain management.

Warren Kron, GISP
GIS Practice Lead
Warren Kron is a certified GIS Professional and the GIS Practice Lead for Environmental Science Services, Inc. (Es2). He led the development of an Enterprise GIS Program for the City of Baton Rouge and Parish of East Baton Rouge, Louisiana as the GIS Manager with the Department of Information Services. In Warren’s 25+ years of public service he worked on many multi-disciplinary projects to extend the technology and capabilities throughout the local government. Warren graduated from the LSU Robert Reich School of Landscape Architecture. He is the member representative for the Louisiana Municipal Association on the Louisiana GIS Council and has served four terms as its Chair.
Garth Sullivan, GISP
GIS Coordinator
Garth Sullivan moved from Northeast Louisiana to join our team. He has a BS in Geographic Information Science from Louisiana Tech University and a decade worth of experience in the industry. He brings with him a vast amount of GIS knowledge in the local government sector with a primary background in Emergency 9-1-1. He is Esri ArcGIS Pro certified and proficient in Web GIS as well as working within Enterprise GIS Environments. Other skills include SQL and Python scripting for task automation.
Victoria Albarez
GIS Technician / Creative Director
Victoria Albarez is a GIS technician with knowledge in ArcGIS Pro and ArcGIS Online. She has knowledge in Adobe Photoshop, InDesign, Premiere, and Illustrator. She also is the creative director for any specialty projects that involve video/photo creating and editing, website design, and anything marketing related.

Brennon Albarez, PLS
Surveyor
Brennon Albarez is a land surveyor and has several years of surveying experience in south Louisiana. He has served as survey technician, crew chief, and survey manager for numerous transportation, construction, pipeline, boundary surveys and hydrographic surveys. He has performed projects for local, state, and federal governments as well as maritime ports and rail. He is also a certified FAA Part 107 Remote Pilot in Command. He is a member of the Louisiana Society of Professional Surveyors.
Josh Boudreaux
Survey Technician
Josh Boudreaux has experience working as a field and survey technician. He has performed numerous field data collection projects including construction stakeout and topographic mapping utilizing RTK GNSS, total station, and UAS. He is also a FAA certified remote pilot in command.

Rick earned a MBA from Louisiana State University.
